The Interim Provisions on the Administration of Sewage Permits is the first regulatory document for the management of pollution permits across the country. The "Regulations" specify that the Ministry of Environmental Protection formulates and publishes the classification management list of pollution permits according to the industry, and advances the management of pollution permits in batches and steps. The Ministry of Environmental Protection, according to the amount of pollutants generated, the amount of emissions, and the degree of environmental hazards, stipulates in the classification of pollutant discharge permits management list that different industries or different types of pollutant discharge units in the same industry shall implement differentiated management of pollutant discharge permits.

Pollutant discharge permits will be implemented to simplify the management of pollutant discharge units that have a small amount of pollutants generated and discharged and a low degree of environmental harm. The county-level environmental protection authorities are responsible for the issuance of pollution management permits for simple management, and the rest of the pollution licenses are, in principle, issued by the local (city) level environmental protection authorities.

The Regulations require that sewage discharge permits should specify the following permits: location and number of discharge outlets, discharge methods, discharge destinations, etc .; types of discharge pollutants, permitted discharge concentrations, and permitted discharges; and other permitted matters stipulated by laws and regulations.

If the local people's government has formulated a plan for meeting environmental standards within a time limit, or has responded to severely polluted weather, if it has special requirements for pollutant discharge from pollutant discharge units, it shall be stated in the pollutant discharge permit. Sewage discharge permits should specify the following environmental management requirements: requirements for environmental protection measures such as the operation and maintenance of pollution prevention facilities, and unorganized emission control; requirements for self-monitoring programs, ledger records, and execution reports; and self-monitoring and execution reports by polluters Disclosure requirements; other matters required by laws and regulations.

The Regulations provide detailed regulations on the specific procedures, application materials, and deadlines for the application, issuance and management of sewage permits. The "Regulations" emphasize that the competent environmental protection authorities should supervise and enforce the discharge of pollutants by polluting units in accordance with sewage permits.
